Tough to say for sure from that picture but that looks like a strut spacer and a preload spacer. Not necessarily stacked blocks, but still too much lift for the front end for sure.

As others have said, if you're on a budget and aren't pushing the truck hard, stick with 5100's. If you want to have more adjustability, better performance, and a better overall shock going to a rebuildable 2.5" coilover will be the best option for the front. For the rear, the Icon add-a-leaf "mini pack" is a good option for ~1.5" of lift.

I am not sure why it is not letting me post a url correctly. It shows correctly until I click post reply or save changes...

You can also give us a shout at 888-466-8991 or DM us if you need some assistance sourcing parts and want to talk with our Toyota specialist. To get a 2-2.5" lift with assembled coilovers, there are quite a few options, but bilstein 5100s and 6112s require reusing OEM parts which it looks like you dont have or have compromised. Get with us and we can get you into whatever youre looking for, for the budget you need to fit within. Or find the best suitable parts for what you can spend/need. Obviously double stacking blocks and the UCA nearly sitting on the coilover at all times was the wrong answer, but now that youre "double buying" and buying a lift again, our recommendation is to "buy once cry once", and see what you can get for your budget that will accomplish what you use the vehicle for and be something that will LAST like your Toyota, not have to be ripped off in a few years and replaced again.

Let us know if we can assist!
