I just want to emphasize something that no one else has specifically mentioned. The manual says to do step 1 WHEN THE ENGINE IS RUNNING. Not just in the On or ACC positions.

Can't speak for all Tacomas, but on my 2015 the engine doesn't need to be running even though the manual does say that, I just did it yesterday without turning the truck on.
For me it's as simple as switching to trip A (truck doesn't need to be on), turn key off, press and hold trip button, continue holding trip button while turning key to on position (don't start truck), while still holding the trip button watch for hash mark countdown, release trip button once countdown is complete.

I know the procedure and I know it's usually a simple task, I've owned other Toyotas. I think this truck must have a problem with the gauge cluster or in the ecm.

I’m at the Toyota dealership now. Three guys were trying to turn off the light without any success. They took it in the shop and even a couple master Toyota techs couldn’t turn it off. CRAZY! They said they couldn’t even turn it off with the OBD scanner. I guess I’m going to need to take out the bulb if I want it off, the techs even mentioned that as an option. I knew I wasn’t going thru the reset process wrong.

There is no bulb to remove. It is an LED soldered to the combination meter circuit board.

That is true but the LED can be removed. Many people have changed out their LED's to different colors. I have the gauge cluster on the bench now.

Success! The Maintenance light is no more. Hard to believe that tiny little LED could be such a thorn in my side.

I used a cheapo $6.00 soldering iron from Harbor Freight since I didn't have one with a small pointed tip. I unsoldered the LED from the bottom first then the top and it came right off. Here is a Youtube of a guy changing out all the dash lights on a Gen 2 Tacoma to change the color. It also shows how to get the gauge cluster out and apart. I think I counted 42 LEDs on that circuit board, way more than I would want to mess with just to change the color of the lights.

I actually think this girl does a better job of showing how to remove the gauge cluster plus she's pretty cute.
