I'm calling the bluff. My temp forecast is showing 39 that day. That's hardly cold enough for such activity.

And if it's not, that means it will just be cold rain which is the most useless winter weather! If it's going to be cold, it might as well be cold enough to snow.

 

I don't know, certain conditions even above freezing I've seen that freezing rain make a mess outta stuff.
