When there's a settlement the dealer has certain legal obligations, even if there not settlement they do; PRETTY SIMPLE CONCEPT !

Settlements have iron clad dates. You cannot prove anything, you may disagree with it but you're outta luck.

Look if you do not agree that the dealer has an both ethical and legal obligation to inform customer of the program details procedures then you are on another planet. Dealerships lie constantly and thats what happened here if you disagree theres nothing else to talk about.

Most buyers know nothing about potential issues, frame, whatever. They only know of Toyotas reputation for reliability. Later as an owner a minority end up here on the forum and you get educated on Maintenance, mods. The dealerships aren’t much help, heck my frame treatment took all of an hour which didn’t seem right hearing about everybody else’s experience.
I don’t really drive my truck in the winter when they’re salting the roads so my frame looks pretty good, but I’ll be back before the 12 years is up to get it checked again. Toyotas older frames definitely suck, they sure can build a body panel though haha.

I knew of the history after my wife's 96 was bought back, so I did some digging not too long after getting my 10.

Definitely make sure you find the original in service date if you haven't already and call a few weeks prior to book it. CYA

FWIW, the dealer that performed the initial required/mandatory frame inspection and CRC treatment on my truck in 2022. They re-inspects it every year (once per year) when I bring it in for any service (such as the winter oil and filter change I have them do.) They actually suggested I request this every year after that first inspection. I've never had to: They just do it at the right time, document it, and note it on the service invoice receipt as to when it is due again. I don't even have to ask.

However: they do not re-apply the CRC or otherwise touch-up the frame.

Yea IF only the body panel guys knew the frame suppliers guys right?

Its not just the frame either the axle, the lower control arms I'll have rust on them ive fluid filmed the s@#t outa most of the frame and even inside of lower control arms. Never seen anything that rusts this much besides Scouts. Although at least on Scouts its the body rusting not the frame.
I have thought about cutting the boxed area out and trying to weld a new section in there but after welding a patch to cover where its rusted through I wonder if the metal is even good enough its like try welding this one half rusted POS to anther half rusted POS section, not very easy.

I know there are shops that do frame repair but it can’t be cheap. Most of the frame is fine but certain sections just disintegrate on older models. I just abuse my VW golf tdi in the winter and save my truck from the slush and salt.

    I could be mistaken, but..

I think the black CRC they were using when I had mine first inspected was ceased. I want to say on the 3rd gen they're putting some kind of wax filling inside and capping the frame at the ends, but IDK about the 2.5 gen honestly. That said, good on you and the dealer for being proactive.

The CRC applied on my truck during the first inspection and application was the off-white type. It has the appearance and consistency of the frosting they drizzle on a danish pastry. They cleaned/power-washed the frame and applied the CRC along the laminated sections and inside the boxed areas up front. It has held up fine so far. They also installed a couple of dozen plugs. I fluid-film it every fall as well and touch up the welds and trailer hitch with Rust-Oleum which is an ongoing battle. (especially the hitch.) I also installed the cab-mount body plugs myself.

IIRC mine was done in 2017 or 18, I think they ditched the black stuff pretty quick. Sure didn't help mine much. Not sure re plugs on mine though as it's long gone.
