What would you guys recommend to mount my plate? I currently have it zip-tied, but I am looking for a permanent solution. I am leaning towards a hitch mounted plate mount but it is quite pricey. I also need lights on the plate.

grab plate, use dimple die, mark holes, drill holes, install riv nuts and you're good to go

Since it looks like paint isn't a concern on your tailgate... perhaps license plate magnets to stick it to the tailgate skin.

I use magnets to mount mine to my aftermarket bumper.

You could certainly use the light kit someone mentioned above with it... but no. My bumper has lights.

Clean bumper, but nowhere to mount the plate and light.

Your best/most solid way to mount is probably to pull the plastic tailgate panel, mark your tailgate with the upper snd lower mounting holes for the license plate centered a few inches below the handle, then tape, centerpunch and drill holes through the tailgate skin, use nylon washers to keep the metal plate from making contact with the paint, clean up and protect the holes in the sheetmetal with some primer and paint, then bolt the license plate through the bumper skin, and use that external plate light arrangement. You'll need to run the wire harness for the light up into the tailgate, probably drill a hole through the bottom, and one wherever you run the wire to the lamp, apply some protective paint, then add a grommet to protect the wire from the sheetmetal.

Pulling the tailgate inner plastic cover is easy, it's a couple bolts and it pulls out of some snap-in plugs, and it gives you access to spray the inside of the taikgate with cosmoline while you're in there.
