    looks like a OBD, vehicle trackers are plugged in in line with the OBD port, so when you plug in a OBD scanner, you're actually plugging into the tracker, then the OBD port. Sometime when they install the trackers, they don't do a good job of pushing the new OBD port all the way into the holder. Def trace it back and see if there's a tracker module.
