    Just snug it up a little more than finger tight. The setting is an inch pounds my torque wrench won’t even go that low. In
    44 inch pounds.

    I just snugged it up a little more than finger tight. When I took it off, it was not tight at all.

    But you may be able to get to the PCV valve without taking that dampening foam off. I was just copying the way someone else did it.
