My push button rear lockers do not lock all the time. And most of the time it takes a couple of minutes or more before they do. Also, 4Lo takes a while before disengaging. Anyone else experience this? Is there a reason and/or solution?

Use it more often and turn the wheel left and right as you are moving forwards. That should do the trick.

Shift from 4lo to 4hi while stopped with transmission in neutral. Shifting should be very quick. If you are doing the above correctly and it's still slow, either wrong fluid or a failing actuator is the likely culprit.
