Maybe have someone cycle the key for you while you put a finger on one relay at a time?

Pull any relay that clicks with key ON. See if your receptions clears.

When I was into car audio, cheap patch cables (or RCA) would cause interference from poor connections.
They would also cause interference if the metal part of the plug was touching metal.

Is there open RCA jacks(or video), on the back of the head unit, touching metal?.

Pull all the fuses in the interior fuse panel except what is needed for the stereo.
    Does it still happen?
No - Reinstall fuses one at a time testing after each install. When it happens you have the circuit.
Yes - reinstall all the fuses removed. Continue with B) Below.

Almost everything in the vehicle turns on in the ON position, ECU, fuel pump, instrument cluster, power windows and more. It's the main power for most of the vehicle. The ACC position is only for the radio and power outlets, everything else that doesn't have constant power gets powered in the ON position.

Has the headlight switch been left in the On position (lights are coming on with the ignition)? If so, do you have LED (or HID) headlight bulbs installed? Any other exterior LED bulbs?

    Edit:
N/M, you did say no LEDs in OP...

This is a strange one indeed. I guess I got nothin'

I didn't notice but did you pull the Kenwood's acc power and running power from the same connections the the OEM radio used. If not that may be an issue. I have a kenwood that was installed with the Tacoma wiring kit from Crutchfield that uses the original radio's power connections coming from the truck harness and it's quiet, no interference.

    What noise filter?
I was under the impression that you were losing the antenna reception.

The reception is being disrupted by ignition noise filter malfunction causing signal interference.
