Granted, I have never lived in PA. But in the early 2000's, I dated a girl from a small town just north of Harrisburg for a few years. It was hot and humid as hell, and generally green. I'm guessing most of PA gets regular rain throughout the year, like Kentucky does. At least once every couple weeks. Around here, if we go for more than about a week, the news starts issuing "Drought Warnings". My wife and laugh our asses off. The only time of year when even just some of the plants and weeds go "brown" is in the heart of dead winter. And that has nothing to do with lack of precipitation. People around here would never be able to comprehend what actual drought conditions are like. I explain to people here that in California, you get maybe a dozen rain storms per year, and then only between November - March. For 8-9 straight months every year, it never rains. It is blazingly hot and dry. Humidity in the <20% range. Everything in the state dies and turns brown for 6 months during the summers, and this is why California burns to the ground every year like clockwork. The lack of rain, and the State's decision to do zero forest management at all, and just let everything grow and create millions of acres of underbrush (eg: forest fire starter).

 

The past couple summers have been void of much rain. Spring starts out wet and suddenly no rain. Yard starts getting a little crispy.
