    Where I work is subsidized by goberment funding.
    At the end of fiscal year, they have to use up the money they received for that year, so they can apply for the same or higher amount next year. With that said, they just dump the money as fast they could before the fiscal year ended.
    Funny thing is, they have audit every year, and it seems it’s immune to them.

    I've worked for the government before
    That end of the year use it or lose it is a common thing
    If you don't spend all of your budget, you don't get it again - and the leftover money gets taken back

    The system needs to be redesigned - like let them keep the overages into next year to incentivize savings vs incentivize spending


    Americans are notoriously not financially savvy
    I would argue that our government sets a horrid example for being financially responsible
    We never 'cut things' because we don't have the money - government just raises taxes [or fucking prints more money] to buy WTF ever they want

    we would usually keep a list of shit we wanted and then if we had money at the end of the year, we'd spend it on that
    so it wasn't dumb stuff but wish list type items


    the system incentivizes and condones bad behavior - that is a huge part of the problem
    and it sets a horrid example of how to manage money
