    Someone installed it there with some tool. It has to come out (in reverse).

    I just cut that little heat shield/shroud about 2/3 of the way off so I could bend it out of the way. Then bent it back in place. Been a few years but it's still there (I think).

    I recently had the same issue, dang heat shield was in the way. I ended up buying a flex head ratchet 3/8 drive paired with a deep socket set, as well a set of Quinn bolt extractors. I got the job done pretty easily with the help of those tools.

    That penetrating oil the day before is a good suggestion. the bolts definitely feel rusty on mine which is also a California truck.

    if you have to force it with a breaker bar, stop, you will snap them...
    sometimes trying to tighten them first & then trying to back them off, works...
    if you must, use heat, heat is better than snapping them....

    Not necessarily, I buggered the threads on one stud, I patiently removed it using vise grips, a lot of back and forth action, then I installed a new stud and nuts

    my cousins snapped flush.....
    Im an expert @ drilling & extracting seized broken bolts though...

    I am not sure why they don't use stainless steel for the studs and nuts for this and similar applications. It would not add that much cost and would definitely make make repairs easier.
