Sounds like the ECM is offline.
You will need to check power and grounds at the ECM.

Let me pull some diagrams and get back with you.

    I'd start at the ECM.
Check for power between the E5 pin #16 (White/Red wire) and E7 pin# 17 (Brown wire)
Make sure you are on the correct pin. Check by confirming the wire colors.

If you want to knock out a few grounds rather fast.
See what you get between pins 16 and 4, and 16 and 5.
    Should be 12v+
    Key ON while testing.

E5and E7 pins checked out fine , the obd2 plug you sent picture of is a Gen 2 not Gen 1. Gen 1 does not have a CAN High and CAN Low. I also do not have a MIL light. and Gauges (Fuel and Temp.) does not move when key turned on. Thank You.

    Not worried about CANH/L lines.
The pic was just for a diagram of pin location.

Let me see on the gauges.

Also, was the voltage on E5 E7 12v+
If so, we need to move to grounds. There are at least 4 more grounds that need to checked.

BTW, the MIL is grounded by the ECM.
If E5 pin 16 have 12v on it. We need to move to the grounds.

The following pins of the E8 plug are grounds for the ECM.
    5, 6, 21, and 31

From battery + to those pins you should have 12v.

You can use Pin 16 form the E5 plug if needed. (That is, if it for sure has 12v. As you stated above)

Water Temp is grounded by the EF location/wires too. That why I want to check the grounds first.
The only other Ground on the dash is the ID location, which is linked to the Fuel Gauge. But it's not "easy" to chrck.
But we will, if we have to.
