Need to check Pin 3 (Blue) and Pin 9 (Orange) on E8 for Power in.

Pin 3 should have power at all times and Pin 9 should have power with the key on.

As long as you were making good contact, then it looks as if the ECM is NOT putting out 12v to turn the EFI relay on.
    The key was ON, correct?

here is the info from the FSM.
Key on, Pin 8 should be 9-12v (Listed as MREL below)

Surely it's not another splice issue.....
we will see soon enough.......(Pin 5 of the EFI has power, but goes into a splice before the ECM)

Go to the IGN Fuse (15A) in the interior fuse box left of the steering column and check it for power on both sides with the key on.

Did you pull it and look at it to see if it was cracked or something?

    Is it working now?

    Well see if she runs.
I've seen fuses crack before but it's pretty uncommon.

    Let us know.

Think of all the parts you replaced, for it to turn out to be a bad fuse / fuse connection.

    Good to hear it's running.

Check the 15A A/F Heater fuse.
    And the EFI no.2 fuse.
    It's an easy first check.

So for the P0031 & P0051 we need to check the A/F HEATER Fuse (15A) and A/F HEATER Relay first.

The P0453 suggests a wiring issue to the Canister Pressure Sensor (or failed sensor) which is in the Leak Detection Pump on the Charcoal Canister at the rear of the truck.

The B1801 is likely a failed clockspring (Spiral Cable).

The C0210 & C0215 is likely a wiring issue, Connector S22 above the rear axle is pretty common to get corroded.
