I'm moving to Manoa next year too, so I'll see you there! :D
My family has a bunch of Manoa grads, and my bro's a junior up there right now, and was kinda in the same situation as you as far as the truck.. Here's my .02

Tacomas are prime targets in Hawaii, I got mine broken into, and my friend's was stolen. (though, that's all on the Big Island; but I've heard of similar stories all over oahu.)
As far as shipping it over, if you're going to dorm I wouldn't recommend it. Parking at UH and Honolulu in general is expensive and it's a BITCH to find stalls. (not to mention it's really sketch to park anywhere that's not in a parking structure) Just bring a sector 9, and get a bus pass. (that's my plan) Making friends with cars is a + too.

For the safety check, Oahu has a much stricter system called Recon. (Short for reconstructed vehicle permit) There's a sticky in this regional forum with everything recon requires...
They test your tint, and it has to be at or above 35%. You can't have clear corners, and you have to get an alignment within 30 days of a lift...Things like that.
My truck wouldnt pass recon, so I'm gonna have to keep it at home :(.

    Hope this helps

UH parking is expensive and a rip off. when i was going to UH i parked at the structure a few times. The structure is usually closed by 830 and only let people with permits go in. I've had a friend's cars broken into at all the parking spots for UH students, security at the main structure don't do anything. People don't give a crap in the structure so expect to get door dings and dents.

For tint the lowest it can read is 29%, the rule for tint is +/- 6% from 35.

    sick bruddah see u there!

and yeah i guess since theres so many people r gonna wana steal parts... im gonna dorm at first just cause i want to aviod town all together which is where all the cheap aptments i found are, i hate the crowds in town

i got my sector 9 and the bus pass comes with tuition!:D
but i surf and spearfish so i need a way to da north shore...

i might get something cheap there to aviod recon, shipping and the dmv all toghether... if i did that could i park in the stalls overnight? cause most commuters would be gone by then. i know people who live wahiawa and waianae and live on campus to make it easier but i forgot to ask where they park?

if you have a permit for either structure you can park there overnight, if not you have to park off campus. there is a difference between a pass and permit, the permit is good all the time and the pass is only good for the day. with the pass the rule is free returns after 1 pm and car needs to be out by 5am the next day. the pass is like $6 a day.

hedlesbrmstkbass (kelson)- he would know a little bit more than me since i haven't been to UH in a couple years, but i doubt the rules changed.

Its shitty trying to get a permit too, they sell out fast. I came to UH as a junior on scholarship and I just had a moped for those two years. Rode it to all my classes and could go pretty much anywhere. Plus you can get surf racks on it to hold ur board. Just gotta lock em, or it will get jacked had my mope jacked my junior year.

Ya on a moped to north shore, is just sketch. It would a be a fun ride if you went all the way around the east side around sandys, maks then out thru kaneohe, it would just take forever and plus its hard on the moped too, would have to stop and let it cool down.
