    This is ODD......
How on earth can you have power to only one side of a fuse.
Then flip the fuse over and it then it work??????

    WTF is going on here.......?

Is that the SAME fuse that has been in there since it this started?
    Maybe try a DIFFERENT fuse?

If it's a different fuse.....I'm kind of lost.

No I’ve put 5 new fuses in there and the last time I did it I swapped it with another one so I’m not sure what’s happening here I don’t know if my fuse box just has a loose connection or wtf is happening it so strange Ima have to check it agin once its hot as shit outside agin I have a wire jumper from a old car build and that’s a smidge wider then a normal fuse ima pop that in there and well see what happens

It's not possible for one side of a fuse to have power and the other to not if the fuse is intact, are you sure you were making good contact with your tester?

That suggests to me that there's a connection issue in the box, either with the fuse terminals or in the box itself.

Power comes in on the 1B plug. (Upper left corner. Above the DR LCK fuse)
I guess you can make sure it is plugged in good, and has good pins/fitment.
Before I hack up my wires going into/out of the fuse box, I'd try a the $60 fuse box
Below you will where power comes in and out, the out side is where you start "hacking" multiple harnesses. (4 different plugs/harnesses)
Sure, you could add your own in-line fuse. But it's going to be ugly. Which is why I'd go for the used fuse box first.
That is, if the connection at the connector is good.

Well still waiting for the fuse box to come in but while waiting I went ahead and ordered and replaced the ignition switch. I’m now reading 13.9 at on the 15a ign fuse witch was only reading 13.2 Don’t know that they make a difference or not, but still no check engine light but when I run my scanner on there, I’m still pulling all those oxygen codes
