The refs want to send a message that they aren't gonna tolerate running the goalie or shit in the crease after the whistle , so they assign a minor to each team so that there is no disadvantage .

I agree and it makes sense. Specifically talking about the incident with Howard though, Pavelski did nothing wrong in the crease once the whistle was blown. He looked to be walking away when he got hit from Howard from behind therefore the minor penalty should of ONLY been against Howard.
