    neglect, mostly.
have you seen the pictures from most of these recent tornadoes? unless your referring to a bombshelter type cellar/basement it wouldn't matter. . . . and besides, dude i work with had his house destroyed last month by the tornadoes. he was watching the news, saw it coming his way, packed up his family and peaced out. why spend that extra 15 thousand dollars?

with the floor joists above you.I can't see how a tornado could lift the floor up. In canada it is very unusual to have a house without a basement. If theres multiple tornadoes around and its dark, it would seem very unsafe to get in your car and drive

there's a picture of a field in Missouri i believe from this last storm out west. it looks like a field with a bunch of trash spread all over it. . . . look closer and you see mountain dew bottles and cans everywhere. it was a pepsi distribution plant flattened to the ground. most tornados could give 2 shits about floor joists. . . . i mean i do get your question though. i guess most look at it like some do about owning a chainsaw. why spend money on one if you would only need it very very rarely, if never?

EDIT: should have thought of this too - my mothers home got hit by a tornado when she was a little girl. 80% of the house, gone. including the basement. would have all died had they been in any other room of the house other than the back bedroowm they were in.

but a basement isn't just for shelter, I have a great wood working shop in mine, plus we store all sorts of stuff down there.

now this isn't the general american population i speak for, just rural nc more so, but most people just have a shop or a barn. old tobacco barns converted into a personal shop, stuff like that. that's where my tools, pool table, four wheeler etc is. . . . i mean i get the functionality of a basement.

and this soil is just hard clay and hard rock too. most foundations are just blocks on the ground. we don't have a concrete pad our house sits on.
