I feel like going for a short off road excursion and have never been to Pine Valley and thought I would give it a try. Correct me if I am wrong, but all I have to do is purchase an adventure pass and I will be good to go, right? Also I am not 100% sure on the location and is it always open or does it close on the weekends or if it rains or something strange like that? Any input would be appreciated.

As long as the gate is open, it's open. Yes you need an adventure pass. You can get one at any Big 5 Sporting Goods store or at a ranger station.

Here's a Google Maps link to the start of the trail. It's on the south side of the freeway.
