Watch the hit again. Rome decided to hit him, then horton passed it, then basically ran straight into him and Rome finished the check. If the players didnt wear body armor for gear he wouldnt he hurt. Or if he looked.

 

Had Horton not been hurt so bad, I dont know if there would have been a call. Im leaning towards no.

That was a late hit. TSN says it was 28 frames after pass, which is just under one second. 0.5 seconds is threshold for late hit.

I kinda agree with you, but we all know NHL rules have a lot of "gray" area. They let a lot more go in the finals, (biting). I think it was more of a penalty due to injury than rule book infraction.
