    This is verbatim from my orders. I know the Navy is a little different than the Coast Guard (not joking or attempting to bash) but I'm pretty sure some of below applies across the services.

    1. AS A RESULT OF SNM'S ASSIGNMENT, SNM IS AUTHORIZED TO
    ASSUME THE TITLE AND WEAR THE UNIFORM OF CHIEF PETTY OFFICER USCG, EFFECTIVE UPON
    DEPARTURE FROM CURRENT UNIT.

    2. THIS AUTHORIZATION IS DETERMINED TO BE IN THE BEST INTEREST
    OF THE CG. THE FOLLOWING PROVISIONS AS SET FORTH IN COMDTINST M1000.6A, CG PERSMAN,
    ART 5-C-39 APPLY WITH REGARD TO SNM'S ENTITLEMENTS UNDER THIS AUTHORITY:

    A. FROCKED INDIVIDUALS ARE ENTITLED TO ASSUME THE TITLE AND
    WEAR THE INSIGNIA OF THE GRADE TO WHICH FROCKED.

    B. FROCKED INDIVIDUALS ARE ENTITLED TO HOUSING COMMENSURATE WITH THE GRADE TO
    WHICH FROCKED.

    C. A NEW ARMED FORCES IDENTIFICATION CARD, DD FORM 2 CG WILL BE ISSUED TO REFLECT
    THE HIGHER GRADE.

    D. PAY, ALLOWANCES, AND TRAVEL ENTITLEMENTS WILL CONTINUE TO ACCRUE AT THE LOWER
    PERMANENT GRADE. PAY AND ALLOWANCES OF THE HIGHER GRADE WILL ACCRUE FROM THE
    EFFECTIVE DATE OF ACTUAL ADVANCEMENT AS LISTED IN THE CGPC ENLISTED PERSONNEL
    ADVANCEMENT ANNOUNCEMENT.

    E. ENLISTED PERFORMANCE EVALUATION FORMS SHALL CONTINUE TO BE SUBMITTED IN THE
    LOWER PERMANENT GRADE.
    F. FROCKING DOES NOT AUTHORIZE INCREASED DISCIPLINARY POWERS UNDER ART 15, UCMJ.

    And to the retired Coastie in NM, I know there is an ITC billet out there in NM somewhere. Something about handling FTS for the CG.

    Oh, right on! That fleet is slowing retiring also, we just de commissioned the Chased and I believe the Hamilton. What a great place to retire with a boat and truck.

    I did some reading and learned the Navy treats frocking a bit less strictly than we do. They regularly frock folks to E4 and for no apparent reason whereas we tend only to frock folks who need the title for their new billets (Like you) or who need to act as equals with other services or governments.

    Not sure if it was a typo or not, but when someone is frocked it means that yeah they passed the test and the person is wearing the new rank on their sleeve/collar....just aren't getting paid for it yet.

    The Army used to do this when I first came in (84). We called them AJ's for Acting Jacks (Acting Sergeants). They stopped it sometime in the late 80's.

    If you read the Frocking letter it says you are entitles to wear the rank and assume the responsibilities of a ____ class petty officer. Yes u can wear the rank but you dont get paid for it yet.

    The Navy does it so they dont have to pay eveyone all at once. Well that was the case untill like a year ago. It used to be depending on how well you scored on your Advancement exam, the higher the score the faster you get paid. So there was a small gap from when you found out you made it till you got paid. Not they have gone away with it and everyone gets paid at the same time, i want to say its 6 months after your find out that you made it, or before the next exam cycle.

    In the 60's each mo. a few more that passed the test got to move up it went by how high you scored on the test. Also in V.N. your Ens. or Lt. could move you up if he needed a e4 or e5 we were always moved up needed or not. I always liked the officers in V.N.. They were for the most part reg. Joe's but in the fleet they alot of ass holes trying to move up on your back. Funny how they changed if there life might be in your hands!!!
