The big one at the base of the spring is the one you want to move. It adjusts up and down on the exposed threads you see. Might be a little lock screw on it somewhere that you need to loosen to rotate it.

 

and since the whole assemble is on the snap ring of the billies you need to use the second spanner on the bottom to prevent the whole thing from turning.

 

Yeah, I was just gonna say, looks like those you need to have a tool on each ring.
