I can't say with certainty, but I suspect '99 option packages were SIMILAR to the ones offered on my '04. In 2004, the SR5 package meant your truck came with:
    - chrome bumpers and grille surround
    - defroster-linked CFC-free air conditioning (standard on PreRunner Xtracab V6)
    - dual-fabric sun visors with mirror and visor extensions
    - orange-illuminated white-faced gauges (speedometer, tachometer with LCD twin tripmeters and coolant temperature and fuel-level meters)
    - digital clock
    - tilt steering wheel
    - dual-fabric sunvisors with mirror and visor extensions
    - sliding rear window with privacy glass
    - washer-linked variable intermittent windshield wipers
    - Deluxe 3-in-1 audio system with six speakers

    While, the TRD package included:
    - off-road-tuned suspension with Bilstein high-pressure gas shocks and progressive-rate springs
    - P265/70 R16 BFGoodrich tires on 16” five-spoke aluminum alloy wheels
    - locking rear differential
    - black fender flares
    - TRD graphics

Doesn't TRD have a tranny cooler too? Or is that only with tow package?

TRDs have E locker Diffs and came will Bilstein shocks and BFG tires. Everything else is the same. You wont have a locker diff possibly. But some did come with it as an option.

Yes, but the front will require wheel spacers or different rims, and a lot of cutting.

in the front ill be going with procomp black out rims with like 3.5 backspace and 2" wheel spacers.... right now its completly stock and it has 31x10.5 and no rubing issues so going up 3" and only going up 2"s in tire size should be fine right?

all the tacomas are sr5. The sr5 package was more important on the toyota pickups. It was different trim and comfort packages and such. The trd comes with an e-locker. If you have an e-locker it is most likely a trd with the stickers removed. trd also comes with tokico shocks and progressive front springs.
