H13 HID Troubleshooting, am I missing something?

Finally got my HID's from GG Lighting thanks to Chris. They are for my buddies jeep, we hooked everything up correctly and...NOTHING, no click from the controller, no awful buzz or any noises from the Ballasts, no voltage at the ballast connector..

This is what the harness looks like exactly.

Check the fuse, and possibly try a different relay?

I know the fuse is good, and double checked it. The relay is not a standard relay it's a controller/relay.
