Who makes these d-ring shackles???

I just got an all pro rear bumper (the truck below is not mine) and wanted to get d ring shackles like these, the two tone look except black shackles with a red or white accent color. What d ring shackles are these and where do I get them?

what you are seeing in that picture is not a 2 toned, D Ring, but a red D ring with a black D ring isolator to keep the D ring from banging on the bumper:

No, it's not a D-Ring.
It's a clevis, sometimes they are erroneously called shackles.
But it is a clevis and probably a 3/4".
They are usually described by their pin diameter.

We use those a lot in heavy construction and recently we used these :

They're nice because they don't bind like a normal clevis. The pin can spin freely.

When rigging with a normal clevis you always go finger-tight with the pin and then back out about 1/8 of a turn.
If you don't, the pin might tighten up where you need a wrench to open it. Rigging is about safety and also about speed....expensive crane time.

Edit:
If they're a permanent fixture on a rig, it doesn't matter if they bind, in fact a keeper wire can be threaded through the hole in the pin.

Do you know how well those isolators protect against the banging on the bumper? And do you just sand the d ring down and then rattle can a couple of coats on it , cuz I wanna make it black.

Also, I want to get something on the inside of the hole where the d ring mounts to so that the paint in there doesnt get all scratched up, any suggestions?

 

They should help some but the pin might still make noise.
Note that with the rig in your pic, the clevis loop hangs below the bumper.

No, it's galvanized and needs to be "etched" first.
Painters have forever had trouble with galvanized steel. I've seen them prep (etch) it with vinegar and then use an approved paint.
This guy found a product in a rattle can that worked :

Many brush-on paints exist to cover galvanized steel, but spray paints appear to be non-existent. After much research, I finally found the solution. Acryllic latex will adhere to galvanized steel with minimal surface preparation. Therefore, the solution is Krylon’s H2O Latex spray paint. It is an acrylic latex that will not chemically react with the galvanized surface. [Krylon is one of the companies that does not include a warning against using their regular spray paints on galvanized steel. Don’t be fooled. All of their alkyd-based spray paints cannot be used on galvanized steel. And, I don’t think they realize that they have the only spray paint that can be applied to galvanized steel.] The spray paint costs about the same as any other spray paint and since it is a latex paint, it is more environmentally friendly. It is difficult to find in stores. I found it at Ace Hardware, but you can also find it from online retailers. This spray paint is less viscous (more watery or runny) than the average spray paint, so use multiple light coats to prevent the paint from running and pooling on your project (I learned this the hard way). DO NOT try to cover it in one coat. The paint dries in about 15 minutes, however, the paint will not fully cure for about 7 days. Also, do not use the Krylon H2O Latex primer. It is alkyd-based (so technically, not a latex spray paint) and will not adhere, just like any other spray paint.

Any movement of the clevis pin will wipe out any paint you put in there.
Book it.

 

If you have a bumper like that you should not worry about scratched paint on the shackles.

 

I just got 2 smittybuilt shackles for $10 each on Amazon.com.
there were also ARB shackles for @ $11something instead of 13-14.
