    use lasso and/or circle select tool and then adjust what you've selected until you have what you need.

    If you have a nice side shot of the wheels you want, open it in PS, then drag over a vertical guide and place it at the outer edge of the rim, then do the same with a horizontal guide at the top of the rim, then select your elliptical tool, and place it at the point where the 2 guides meet, then drag out your ellipse, this should create and almost perfect ring around the wheel, once its selected, just copy it and place it where you want it. Note, this will only give you the wheel, you will have to transform it to fit in the new picture, which is a whole other story. Hope that helps.
