Failed my emissions test

Well I took my 06 Taco in for the yearly state inspection and it failed right off the bat. The state inspector hooked up his computer to my obII port and it never read, so the inspector told me it won't pass if his computer can't talk to my ecu.
Well I've done a little research and a Toyota guy told me that I could have a bad ecu or my wiring is bad and could be real expensive to fix. I read somewhere that it could be a bad acc fuse. Well I checked the one inside under the dash and it is a good fuse. Is there another fuse I need to check.
The Toyota guy asked me is my fuel milage was bad and I told him that it is fine. I'm getting better milage now since I've change my plugs, filter, and oil. So I don't think it could be the ecu or wiring, but I could be wrong too.
I bought the truck used and found out it came from Flordia. I notice that the seat belt dose not beep or the locks on the door and someone has installed a tow package so I can adjust the pressure on the trailer. Would that effect the wiring if they tapped into one of the wires for the obII port.
Dose someone have a wiring diagram on the ObII port under the dash. I could use your help on this matter.

 

Here is wiring diagrams. That can help. First thing I would try is go to Autozone and let them hookup OBDII scanner to see if they can get any errors. Its possible emission machine is broken or have the bad code for Tacoma.
Pulling battery wire and letting ruck sit overnight sometimes clear things out. Thast another thing you may want to try. It will take some time for truck to re-learn everything but may help clear whatever is bugging the computer.

 

Try another inspection station?

Maybe it's an issue with HIS computer.

 

Not sure if this could be the case but some vehicle ecu's have more than one fuse.

 

Well I took it to Autozone and it passed with no erro codes. It was my girlfriend that took my truck to the inspection station while I was taking a class. So she called me to let me know of the problem. So she decided to take it to her friend that works at a Toyota dealership here in town. Well her friend told her that might be expensive to fix if they could not read my ecu. He said that the port, or the wiring, or the ecu might be bad. He never mention that it might just be a fuse. Well they hooked it up to there computer and it did not read my ecu neither. So that is two places that my girlfriend took it too and it did not pass. So I did a little hunting around on this site and talked to my friend that ownes a shop and he told me that 99% of the time it is a fuse that is blowen. So now I just need to take it to a inspection station to see if it will pass now.

 

Check your warranty. I know that mine has a 7 year warranty on everything smog related. But I'm in California and that may be a Cali only thing.
