    I'm not expert but I thought certified or not you just exchange the tanks for a full one. I'll ask.

    sometimes those tanks that are listed for sale are old and past their life expectancy, or not have had a hydrostatic charge test with in the last 5 years. there should a sticker that will have the date of the last hydrostatic charge test. also, the test certification is good for 5 years at a time.

    sometimes if you are exchanging tanks they won't look at the sticker, or maybe they will charge you a fee for that test on the expired tank that you are turning in. all depends on where you take em

    and usually the manufacture info will be stamped near the fill neck..the info will usually have the name of who made the tank, year, and max capacity, life span of the tank if it's even listed etc etc etc.
