Identify device on mountaintop?

    Can anyone identify the device in the picture? It's perched on top of a mountain (9200') in Idaho. I'm thinking it might be some sort of repeater (TV, cellular?), but I've not seen anything like it before.

    My only other thought is that they couldn't dig the silo any deeper, and what you're seeing is the top of the missile that has been covered over -- but I could be wrong about that :p

    Looks like a VOR. VHF omnidirectional range for airplane navigation.
