Sometimes yes, sometimes no. As a matter of fact, penalties are assessed per quarter in some situations, meaning if you under-withold, you may already be accruing penalties before the end of the year, before you ever even file your taxes for that year.

I know this because my folks got caught with it a few years back after some tax law changes.

Weathertech front floor liners, window vent visors. Custom bedside decals. OEM bed mat, tonneau covrew. Added D rings to bed.
I got about 1700 back for fed and 212 for state. Didnt get as much back cause the wife was unemployed for 3-4 months.

im taking about 500 of it and getting 5100's and rear airbags.
rest is going into savings as a down payment for a new car for the wife.

It sucks yes, but there's a reason most CPAs in the US recommend you OVER-withold as opposed to under-withold. Our laws are a bit different.

If you're getting money back, think of it as an interest free loan to the federal government. I'd rather owe than get money back.

    Stock for now
I filed on the last day for I thought I had to pay.
Suprisingly I got $11 back federal.
I wish I opted for a check to give me time on deciding where to spent all eleven dollars.

State I overpaid by $842. Need to make an adjustment on my witholding to fix that in the future.

Just glad its over for another year.
