Like it or not, things are different now than in 1937 or even the 60s and 70s. More people have been added to the earth's population than lived in 1960 and the population continues to increase. Not to mention that people here have more and faster access to our national parks, which simply are not capable anymore of providing free and unlimited access to everyone in the manner which they desire. Reading the documents linked below it seems like the NPS did more than enough to study the situation before making their decision. I'd say get yourself a permit, stay withing the designated ORV areas and let everyone else enjoy the rest of the beach ORV-free. Or, just drive to the beach, park and get out and walk like I did last time I was there.

And we are here to show people there is more than one side to this discussion. You seem pretty bent on forcing your opinions on everyone else with you "Sign this or shut up" mentality...so it's perfectly acceptable for someone else to bring another voice to the table.

A dialogue is the way to get things done- You can get all the signatures you want and nothing will change without productive discussion.

Out of curiosity, how often do the actions of National Park Service make little or no sense? I am of the mind that they function more effectively and more honourably than any other branch of government.

As far as I know, NPS acts in a respectable fashion and does its business with a clear goal in mind. The are stewards of the land and the choices they must make will not always favour people.

Though you may dislike what this motion imposes, it is more important for NPS to take this action and act congruently with their purpose than it is for you to have one more place to drive your truck. It's a beautiful piece of land and NPS plans on keeping it that way. People (tourists, hedonists, etc.) do have a way of ruining things. Let us not hate NPS for nobility.

NPS was supposed to come up with a ORV plan, they had 5 years to do so. They did NOT, they took an easy way out and just closed the access. Thats a good enough reason to HATE them. In those small towns people are starting to put signs that they will not serve the NPS. (Restaurants, gas stations, etc) So do people hate their guts???? YES!!!!!!!! They are ruining lives.

And yet the Cape Hatteras website has information about the ORV plan and provides information about where to buy a permit. Permits were available starting a month ago.

So I'll give you that it took longer than it was supposed to take while they researched, designed, and implemented the plan. But it's done now, so your petition is outdated and was at the time you originally started the thread.

"Hating" the NPS because they were diligent in thier research and implentation in an attempt to balance the desires of ORV users with the NPS's entire reason for existing- to preserve our nation's natural heritage- is a little overboard. I can understand being upset at the situation, but as I said in an earlier post, you're upset at the wrong people. The Audubon Society and another environmental group sued the NPS to force them to close the beach. Your anger is misplaced to the point of being lunacy. You don't seem to understand the history of your own argument.

Ohh trust me I am not a fan of the AUDUBON or any other Environmental group at this time. And yes you are right the website is up the date. February 15th or so the NPS just closed the beaches and started to charge people to get on the beach where ever there is no birds. They were supposed to come up with a happy medium, and they did not!!!! I don't have a problem with the permits, I will pay what ever it takes. The only thing is keep the beaches OPEN for people, NPS parks are supposed to be enjoyed by the people. So the petition is in the works, once we get 35,000 signatures it is going straight to the white house. And trust me we will win this battle.

The National Park Service and others have been charging access fees for some time now. Many will say that they should have the right to free and unfettered access to all public lands because they pay their taxes. However, Congresses (federal and state) only allocate relatively few funds. For instance the NPS receives between two and three billion a year, which seems like a lot until you realize that they manage tens of thousands of square miles of land visited by millions of people each year. The Park service receives less than 1/250th of the Defense budget. Without per-use fees the National Park system could not be maintained.

I've visited a good many of the US National Parks and Forests and have done biological research in and around several of them. In my experience they do a darn good job of maintaining a good balance between preserving habitat and allowing access. Many people say that private landowners and locals can/would do a much better job than any agency but when I was doing field research I could pretty much tell you where a park ended and private land began because the private land was usually overgrazed, overrun with ATV trails and highly eroded.

Edit: Just the other day I drove no more than five miles from where I sit typing this and looked over the fence from Forest Service grassland, which is in about as good of shape as possible in an exceptional drought-stricken area, to private land, which consisted of nothing but sand and cactus.

That's inaccurate. Here's the link to the the very reasonable plan the NPS devised with regard to ORV use:

    http://www.nps.gov/caha/planyourvisit/off-road-vehicle-use.htm

This way you and anybody else interested in the matter can research and prepare for a trip to the beach. It looks like a great plan which allows ample ORV access while protecting invaluable natural habitats and threatened/endangered species. The fees are inexpensive and very much in line with other NPS attractions throughout the country.

Here's a graphic which shows ORV access in green:

There's clearly still ORV access; even more than pedestrian-only.

The Blue pretty much means closed  note three of the 4 points are closed and the point left is only a small portion packed with trucks  This hurts.
