It is a utility work truck. Inside that little door are either compartments or storage drawers. Ford offers a similar option on the F150 work truck. It beats the heavy utility box/bed.

Figured as much... I've never seen one before. There are of lot of Dodge's around here with the compartment on the outside of the bed. It's not well like by those who have them. Any dent in your box (work truck never get babied) and the waterproof is gone and you have rusty tools to look forward to.
