Taco newbie needs help

I just bought an '07 TRD DoubleCab. It came with a sweet undercover tonneau cover but after I took it off, discovered there were no tie down cleats in the side rails. Any suggestions where to find the best price to pick up a set of cleats?

Private sale? Or dealer?
If it was a dealer, I would go back and tell them it came with no cleats.
Or if it was a private seller, Try and contact them and see if they have them laying around. And forgot to put them in.

 

Plus depending on what you are going to haul, The stock cleats do not seem that strong.
I would/am going to put extra d-rings in the front.

The stock cleats seem to flex a bit, Making me (and others) think the rail system might fail with larg objects, dirtbikes and such.
