Sounds to me like the OP wasn't specific about what he had in mind in the first place ,and then didn't like how the bumper was designed after it was built. So I'm thinking Eric is in the right ( in all aspects but the timeframe ). Did you give a 3 month timeframe and do you mind if I ask why ? I'm just trying to sort details to help clear this up.

you started with the longhorn, he changed his mind, paid $80 to have you go to a standard bumper, no problem.

you said the standard bumper was ready to ship that day, how did you manage to switch back to the longhorn, and still ship that day?

I also never heard why you would quote 3 months, if you knew it would take much longer.

    Bingo.

You know that old saying: "Measure twice, cut once?"

Proofread Email twice. Cut once. :D

But then if there's a miscommunication and you fly off the handle and start calling the other guy a crook - pretty much lose all sympathy from me.

when a tattoo artist does your tattoo, he draws it up, shows you the example, if you agree, the puts that shit in your skin.

I believe it is up to the manufacturer of the product, to ensure he is going to build what his customer wants, before commencing work. so maybe for the future for custom jobs, send a diagram with picture of what you think your customer wants, once they agree things will go much smoother.

    correct.
Yes, quoted 3-4 months I believe, but things didn't go to plan on a lot of levels. Hard to judge lead times when being only one man, as little delays can have drastic effects.
I do agree it was poor on my part to take so much longer, hence why op got free shipping as an apology.

I would say as the buyer you should show your fab person what it is you want. Especially if you aren't meeting face to face. No I'm taking sides. I've dealt with this kinda stuff before and if you brought me something and said this is what you want then you get that. If it's wrong I pull out your drawing and say this is what you told me to do.

he never paid the $80. When requested, he then reverted back to having me build the long horn bumper.
I managed to build and ship the long horn bumper the same day, because I still had the plate in my shop(good thing I didn't scrap it with the other scrap the day before) and then busted ass dedicating the entire day to building his bumper new bumper.

the customer is paying $1000 for a product in this case, he shouldn't have to do the leg work of drawing up the design too, he shouldn't have to lift a finger IMO.

I've also never had a problem when I had something built like I asked for by giving them a drawing of what I want. Email has this neat feature called attach on it. :D

After reading this AGAIN it looks to me like he decided to cancel the cut-out after it was already installed. He was told the cost to cut out the longhorn and install a standard piece was $80. The standard piece was installed and almost finished and he sent the last email which says " please send me the longhorn plate....chip " . To me that was a request to be sent the longhorn plate that was cut out of the bumper ( not understanding that the $80 was the cost to buy the steel for the standard plate and switch the plates). But I think that Eric took it to mean that Chip wanted the bumper with the longhorn plate.

Keep in mind that you have to read this bottom to top to read it in the correct order. The bottom is the first message.Top is the last.

Disagree if im ordering a custom bumper i would make sure the builder has the exact picture/specs/everything needed to be right..... Its custom not his mass produced bumper.

If i ordered one and said i wanted skulls cut into it then received my bumper and didnt have the exact skull design cut into and made a thread bitching about it all the blame would fall on me not the builder...

I guess that's just a matter of opinion, where I believe customer should have it easy, manufacturer should do the work.

oh well, I don't give a shit, it's not my bumper, money, or company :)

Even more reason you should make the design of what you want to be made. I don't care if it's $100,000 or $1000. If you want something done right take the time to explain you idea with no doubts at all. A simple line drawing of his bumper with an x or the longhorns drawn on it where you want it would have cured all of this. If he wants something custom the best and absolute only way to get your idea to someone especially on the other side of the U.S. is to have it drawn down where you can say, I asked for this and you gave me this. We both have a copy of the same thing.
