    The rule (at least here in the USA) is annual consumption for the entire tribe, not individual consumption. According to US Fish & Wildlife, the annual harvest of wild and farm-raised salmon in the United States averages about 478,000 metric tons (commericial fishing, rod/private fishing, etc), with treaty tribal fishing accounting for roughly 0.27 percent of that.
