    Call bullshit. I did and got my ticket signed off without doing any work to it. You don't need mudflaps, you just have to have coverage either with body panels or mudflaps.
    CHP gave me the ticket, I drove strait over to local PD and they signed the ticket off immediately. I may have insinuated to the sign off cop I was previously driving around without fenders and bedsides, but that's irrelevant. :eek:
