If the connections and fuses are fine then it is definitely a bulb or ballast problem. Make sure that your ground connection is good. I learned that the hard way

You said you could hear the ballasts turning on, if those are turning on it is not your grounds. If you can hear your ballasts, they are getting power that means either the ballasts are bad or the bulbs are bad

If it works you should hear a clicking noise when you turn on the lights.

Well you can strip a while from end to end and run a male connector to it, the one that you know is the relay. To bypass it. just by poking around in there.

    He said:

" I dont even hear the ballast kicking in "
    Possible relay problem.

If you have a volt meter start at the ballast/bulb connection see if you have voltage and if you dont have voltage go to the very beginning of your connections and see if you have voltage. Then move to the next connection, then just after the connection, then to the next connection, etc to see if you are losing voltage. If you have current all the way to the ballast you have a bad bulb. Otherwise it has to be a connection or the relay.

EDIT: edited it to make it more efficient, and changed it to the proper term of voltage

This ^^ You just need substitute the word " Voltage " everywhere it says " Current " above. You cannot check current with a voltmeter. You could with a multimeter and an Amp Probe attachment.

If you are hearing the clicking/buzzing sound when you turn the lights on, then your ballasts should be trying to power the bulbs. It's either bad bulbs, or simply double check the connection between the ballast plug and the bulb base. Make sure it's on and locked into place. I ran into that on my retro and I didn't have the connector locked down all the way on the bulb base.

how bout just unplug the HID setup and put in your regular bulb, if that doesn't light up, then you know you're not getting power from the harness
