I disagree. This private airport is divided by the runway, with this road the only method available to get to the other side without crossing the runway itself. Drivers alone are required to detect incoming/outgoing air traffic (be the ATC) before proceeding. The signage on that road (undersized "stop" painted on road surface, with no stop sign or controlled stop lights) failed to meet even basic FAA guidelines.

Further, the "student" pilot's approach was way too low. According to airport details, this road is 30-feet from the runway with the threshhold displaced 400-feet (landing point placed further from the end of runway surface to allow clearance over the small hill seen in the background). The glide angle for this runway is 4.5 degrees. Doing a bit of math, aircraft on a proper glide path should be no lower than roughly 35-feet over the road (enough for three semi-trucks, stacked on top of each other, to drive under) and typically higher.

Now, bringing those two paragraphs together, the driver did in fact stop as required (according to the pilot's wife - filming), but failed (according to him) to see the approaching aircraft exactly because it was flying so low, obscured at one point by the hill mentioned in paragraph two. In the end, this was collection of minor missteps (several vaguely at fault) leading to the larger accident. Luckily, nobody was injured.
