No surprise with a 92M truck. I have thought of wire brushing then using Rustoleum primer and black, but also considered just wire brushing and then gooping it up with Fluid Film. Any thoughts? Rino Shield?

Wire brush, primer and paint is what I'd do. POR15 is a great product also. If it's really bad, a rust convertor might be a good idea.

Use a long reach scraper and get as much as you can out of the receiver. Wire wheel the hitch if its rusted. Blow everything clean and check fit. Then light coat of paint and then FF. keep your eye on it.

Take it to a Line-X sprayer and have them sand blast it and spray it. As for the receiver tube, you can only do your best to keep it well greased to prevent rust. I lube it with some heavy grease on a small towel that is through a slotted PVC pipe. Think of cleaning a rifle barrel. ;)

In my opinion POR15 requires too much prep work. Just use some rust paint (Tremclad, Armor Coat, whatever) and apply with a brush.
