    I've been looking for this as well. Nobody has had an answer for me. I grew up in New Kent (just outside Williamsburg) and there were a lot of fire roads on land owned by the Paper Mill. It's their property, so you're technically trespassing, but they aren't really monitored. My idea has been to throw up one of those yellow construction/mall cop lights on top of the truck (I think you can get them at Harbor Freight ). I figure, anyone who saw you would assume you were surveying and not call it in.

    Folks used to hunt/camp all the time on that land when I was a kid. We had 10 acres at the time, so we didn't have to worry with it.
