Wouldn't the vouchers be better spent on improving existing schools ?

I was reading through previous posts and to clarify:

    1. citizens do make arrests. I personally have made a few. A security arrest is still a citizens arrest, and every citizens maintains the legal right to exercise whatever reasonable force is necessary to make the arrest.

    2. As security, you can arrest for:
A: Felonies committed in or not in your presence with reasonable suspicion that a (felony) crime has been committed.
    B. Misdemeanors committed ONLY in your personal presence and you witnessed it.

But I don't see how any of this applies to the subject... I was just clarifying :)

The problem is that most security, even often times police officers, have a hard time differentiating between a F and M crime. Few guards understand the "elements of a crime" and how essential that is to the arrest.

that would never happen. the police would take over before you ever got that far around here... also, parents would not support a security guard doing this to their kids.. they dont even support cops enforcing laws against their kids half the time

I agree that police officer would be more beneficial, but I think a security guard could do a good job providing protection as well as fulfilling some of the roles a police officer would.

This is what I said... there is nothing wrong with 'security' if the standards were raised to make them more knowledgeable, trained, and overall qualified. But I was also saying that some already are. Not all security guards are lazy fucks who have no clue what they are doing.

    .
I think what Larry is trying to say is to abandon the public school system altogether in favor of some other form of education.

when I was in school from elementary to high school there were cops there, 2to 4 of them at a time, some of the constables we had would base out of the school so if they were needed it was a short distance to either side of town. Wenever had any issues kids since they would take care of it. Also in my high school they enforced corporal punishment with parent consent, everyone i knew was signed to be punished if needed.

In most cases yes, the police will take over before an arrest is made, but not always. I had a domestic situation in which PD was contacted. We simply "detained" the subjects until PD arrived to take over. No cuffs or anything.

But I've also had situations that during contact with subject for whatever reason, subject becomes combative or hostile and once physical force is used on me, then the subject is slammed, cuffed, and "arrested" for battery. PD comes to take over and cuffs are swapped, but technically that is a citizens arrest. Have Also "arrested" for other serious crimes such as B&E, Grand Theft, Burglary, and more. Sometimes you can't always just wait patiently and peacefully for PD to arrive.

    incorrect.

what I am saying is attach the dollars to the kids (vouchers)...and allow the parents to choose the school...public or private. for multiple reasons, not limited to security or quality of education.

are you guys telling me you don't understand how the financial part of education works? and that the money is attached to the school and not the child?

hmm not sure you could do that around here... we are granted powers of arrest from the State of New Hampshire... specifically Police Standards and Training Council. in order to make an arrest you have to be a certified police officer, or work directly under a certified police officer (FTO). in order to make a citizens arrest, you have to fill out an affadavit, and get it signed by a judge, in which a civil warrant is issued, and the sheriffs make the arrest. (local cops dont have powers to arrest on civil warrants here). we would never let a security guard detain/arrest someone here, we have a college in our town with their own security, and they cant chase/detain/arrest ANYONE... now, there are other colleges in the state with their own police departments, plymouth state, and UNH, but the tech has security guards that attend the part time police academy, making them part time certified police officers and they CAN detain/arrest, and also take advantage of the inputed knowledge doctrine since state police handles crimes at the NH Tech, and they are ALWAYS called to do just that. the only armed security guards i know of in NH are at the nuclear power plant in seabrook, and they actually train with swat teams, and do some badass stuff, but are also dealing with shit that terrorists want.... two completely different states/rules i guess...
