    :( Well if the shelters are full then maybe who ever they belonged to tried to take them to a shelter and was turned away....and the person decided that they needed to make sure they were safe and not just turn them loose so they found someone who would maybe help (you). Are Buster and Remy outside alot? maybe someone came through the neighborhood and saw that you had two happy puppies
