    Do you mean draw a circle that is red? The Ellipse Marquis tool they're talking about in the link below is the dashed circle tool. If you hover over it with the mouse, a pop-up will show the tool name.

    To change the color of the circle, before you draw there are two squares in the left toolbar at the bottom. Click the upper left one. A box will appear that will let you select a color. The little curved arrow between the boxes will switch between two colors. They look like this (circled in red):
