Hey Alex check the cable for the ebrake. They rust out easy, could be rusted engaged. My dads tundra had this happen...

Do 4runners have drums in the rear? The Bell crank inside the drum on my 92 yota always rusts up cause I don't use it very often. I just crawl under and give the ebrake cables a tug where they split from a single cable to two.

Oh wait the 4runners have discs in the rear... So what might have happened, and this actually just happend to my friends 4runner, he let his brake pads get really low and the piston on one caliper froze open. Took a lot to un-freeze it (big hammer). Have you replaced the brake pads anytime recently, or do they need to be changed?

They have disk and drum. The drum is on the inside of the rotor used as a ebrake. I believe this is his issue.

With all the problems you've been having with the rear brakes, I'd take the calipers off and either get new ones or completely rebuild the ones you have. Places like Autozone or Advanced will give you a new caliper and have a core charge until you get yours off and turn it in. My dad got new calipers for his truck and it cost like $60/side once he gave them back his old ones.

I second this, just get new a caliper(s). It's not even really worth the cost to rebuild them.

Seconded..that's about what we paid for my wife's Rav4 rear calipers after the core, if you suspect the calipers that's IMO better than rebuilding them.

No it won't. It'll be road legal and drivable someday, you'll be working on it and customizing it more and more until the day you sell it. :D
