Sounds like you'll have to get something in between the top cap and stem and pry up while attempting to turn the bolt until it catches some good threads. Unless there is some broken steerer tube thing happening. Didn't see where it was more than stripped bolt and then people started talking about broken steerer tube.

You might try a Dremel with a cutting disc and just cut the cap in two. You can then drive the star nut and bolt down through the steerer and out the bottom. Replacement caps and star nuts are cheap.

Well, after I robbed all the XT/Avid parts & the wheelset off the 2001 Supergo Access hardtail for the Giant NRS build I just couldn't leave this frameset in the attic. So, I decided to make it my offroad single speed bike. Had parts laying around so took the unused Zokes 4" travel fork, Shimano 105 crank/bb/34t inner chainring, Silver Kore stem, Bontrager plus 10 seat, klownbike singlespeed wheelset with 18t cog, more yellow riser bars, Surly singulator, ergo grips, KMC chain, Panaracer Fire XC Pros (that were on bike to begin with), Deore brk lvrs, some fresh bought Acera Vs with some all weather pads & made this weird lite thing..............

Super solid. Fast. Great silent stopping. Plush fork. Fun ass bike.....for $30 (cost of brakes shipped) Cheap thrills

OK, $75.......forgot about the seat I ordered...............

would there even be a point in wearing a helmet at that point? unless its just there to write your name in so they can identify you at the bottom...

Could also hit it with a mallet. I would try the PB Blaster first. But, YES, that little silverish ring with a split in it will come out when you remove the fork.
