You need an air tank, compressor and the air lines to connect it all.

The air pressure engages the locker.

    You have an 06...

Do you have the Auto LSD w/ Atrac/VSC stuff?
    Or
Do you have the mechanical LSD?

If you have the mechanical LSD (inside the diff), and you install the ARB in the rear.....the LSD will need to be removed. You'll need to buy new gears and you'll need a complete ARB install & gearing setup for the rear end.

Yes, the ARB needs air to actuate. You can get a small cheaper setup (for example) ARB has a small compressor that serves the purpose well. You can get a better/larger air compressor to supply a tank of air (so you can air up your tires) OR you can even get a liquid CO2 setup to operate the ARB (do some research on this).

For starters, I'd highly recommend getting a small air compressor (like the ARB) and hook it all up. Easy & quick.
And if you want a full blown onboard air system - you can do that later on when you've had time to research how you want to set that up. THere's a bit more complexity in installing onboard air systems and you don't want to jump in too quickly.
