    No he does not have to "qualify" for the regular permit, now if he takes the firearms course for the enhanced carry endorsement he will have to. I recently took the course and its a basic fundamental safety class. I really enjoyed the class, we fired about 40 rounds for the "qualifying". The enhanced carry endorsement allows you to carry concealed in more places. It has been taking the maximum 45 days for them to process the permits because they are so busy with everyone applying for them now. He will have to get fingerprinted but that is no big deal because if they do it like the MHP office in Biloxi they have a computerized scanner that they use now, no more ink all over your fingers. As for the open carry yes he will be able to starting July 1 but there are certain ways he will be required to carry it for it to be legal and I have yet to find out what the law(s) are/will be. USACARRY.COM and MSGUNOWNERS.COM are good resources for info.

    he went by the MHP sub station in jackson, but they were closed.
