    Flu epidemic from the 1900s should've taught anyone that a flu epidemic will return, or ebola, etc. So those liners only make sense in preparation for any 10%-30% mortality rate...or say 60million bodies.
    Camps could be quarantine area... still no conspiracy , just prudence. The suv in the video I seen years before from Dillon aerospace, no data saying FEMA has any or how many...if any.
