    It's possible that they had a tentative location on him but didn't want to escalate the situation in a residential area by going on the offensive, given that the unit's in the area were FBI with AR-types. In combination with this, they may have suspected he was receiving outside information via maybe cell about the search/lockdown. SO when they lifted the lockdown, this may have been communicated to him via that cell, whereby he started to move, and the FBI/police/etc could observe him from this suspected location and engage him where they wanted...


    Or maybe I'm an idiot, ha.
