    Just a bunch of old crap
    A few places do. There's one in Mesa that quite a few folks I PB with use to rent guns/gear/mask/tanks for an entire weekend. Cost to rent is usually less than $50 for a full weekend (includes a few extra CO2 tanks), and then you have to go and fill your CO2 tanks at Dick's Sporting Goods or somewhere for $2.99 per 20oz tank. Then, just buy your own case of paint for about $40 and you're good to go.

    A bunch of the Phoenix guys are going to Octane Raceway in Phoenix to race go karts. It's either the 15th or 22nd most likely in the late afternoon/evening time.
